Tracy Dawn Scoggins, born November 13, 1953, is an American actress known for her roles as Cat Grant in 'Lois & Clark: The New Adventures of Superman', Monica Colby in 'Dynasty' and its spin-off 'The Colbys', and Captain Elizabeth Lochley in 'Babylon 5'. Her character Tricia in the film 'Play Murder for Me' seduces her former lover, Paul Slater, into helping her kill her wealthy husband.
